Land Management Organization Perspectives on Agrivoltaics
Our first land management seminar brings the voices of land managers charged with stewarding large acreage properties.
Our panelists will share about their experiences of working with local governments and utilities to permit and site projects to their efforts to engage community members around potential solar sites to lining up the materials, labor, and finances needed to build out a project. Be prepared to learn how challenging it is to get a solar array built and hear about our speakers’ thoughts on the future of solar development in our communities.

Parking at The Dairy Arts Center: Free parking is available in the lot located on the west and north sides of The Dairy building. The parking lot entrance is on Walnut Street, between 26th Street and Folsom.
Transport Information: Transport will leave CSU Campus at the BUSTANG Bus Stop outside of the Lory Student Center at 4.00pm, and will leave The Dairy Arts Center at 8.00pm returning to CSU.
Parking at CSU: Those with cars should park in the LSC Engineering Parking Lot [310].

Ted Kowalski
Senior Program Officer, Environment Program
Ted is a senior program officer, leading the Walton Family Foundation’s Colorado River initiative. In this role, Ted supports work that promotes sustainable management of the Colorado River in order to benefit rivers and communities.​ Prior to joining the foundation, Ted was the Chief of the Interstate, Federal and Water Information Section, for the Colorado Water Conservation Board. In this role, Ted represented the State of Colorado in State, Federal, inter-State, and international negotiations. Ted is recognized for his deep expertise in Colorado River water management issues. He has testified before the U.S. Congress and before the Colorado General Assembly, and he has spoken at dozens of conferences. He started his career in the Colorado Attorney General’s office working on water law issues. Ted has a law degree from the University of Colorado and an undergraduate degree from Cornell University.

Heather Swanson
Deputy Director of Resource Stewardship
City of Boulder Open Space and Mountain Parks
Heather Swanson is Deputy Director of Resource Stewardship at City of Boulder Open Space and Mountain Parks (OSMP). Heather received her PhD in Ecology and Evolutionary Biology from the University of Colorado, Boulder. In her current role, Heather oversees the ecology, vegetation management, agriculture and water management programs and serves on the department’s leadership team. Heather has worked with OSMP for over 20 years supporting the department's mission to preserve and protect the natural and agricultural resources on the 46,000 acres of land managed by OSMP. Heather has worked on a variety of land management complexities including balancing multiple departmental goals- ecosystem protection, recreational use and agricultural production within the context of a land system adjacent to a growing urban front range. Understanding and managing impacts to natural and agricultural communities related to high visitor use, natural disturbances such as flood, fire and drought and increasing pressures and uncertainties due to climate change ensure that successful natural lands management is always a shifting challenge.
Therese is the Director of Boulder County Parks and Open Space. She has worked for the department for 25 years. The open space program manages 106,000 acres of open space. This valuable community asset serves as wildlife habitat, urban buffers, agricultural land, trails and recreation areas, and scenic corridors. Department priority projects include grassland, riparian and forest habitat restoration, bioenergy, and soil carbon sequestration. Therese has an MS in Forestry Management from Oregon State and spent 10 years working for the Peace Corps as a volunteer and staff member in Senegal, Madagascar and other parts of Africa.

Since 2022, Mike has led the Agricultural Stewardship Office for the City of Thornton. The Agricultural Stewardship Office manages the 114 farms and over 18,000 acres that the City of Thornton owns in Larimer and Weld Counties. Mike has a PhD from North Carolina State University and has held various positions within the agricultural sector over the last 25 years. These include working as a product development and trait manager for a national seed company, an Associate Professor and Extension Specialist for Oregon State University, a Plant Physiologist for the USDA, and as crop consultant.
